This study aims to compare the financial implications for PLN of pursuing the ARED Scenario versus the RE Base Scenario, and to estimate how much, if any, financing support might be required—through concessional instruments, grants, or other financing mechanisms—to enable the realisation of the ARED Scenario outlined in PLN’s RUPTL 2025–2034. The analysis is limited to power generation, storage and transmission assets, as these components are explicitly presented under two distinct scenarios in the RUPTL (ARED and RE Base), enabling comparative assessment. RUPTL assumes investments in transmission and distribution assets to be the same under both the ARED and RE Base Scenarios. As such they are excluded from comparative analysis.
